These license files are hand-collected (not colleted by a script) from
the extracted package sources in our build tree.

They include license files for all upstream packages which are included
in bbc-contents or singularity-contents (and therefore included on an
LNX-BBC). They do not include licenses for packages which are not
included on an LNX-BBC, even if those packages are present in the gar
tree. (Emacs is an example: we can build it from the tree, but it's
never put on a 50 MB disc, and so there is no license for it in
special/licenses at the moment.)

It would be better if, in the future, there were a straightforward way
to collect this information programmatically. Of course, that might
require all upstream package maintainers to start providing useful
copyright information in a relatively standardized format. As Cory
Doctorow might have said, we will probably all have submarine cars
before that happens.
